For tracing ASI-233.

 dmakefile - version to 3.73
 writeringptr.c/writetoring.c - report errors (annual, so just in log files) on buffer space issues.
 If buffer counts end up wrong compared to buffer pointers, fix them.
   Unclear if that fixed the ASI-233 issue, but it hasn't been seen for a while.
